ARTICLE 19, in partnership with the Media and Law Studies Association (MLSA), is organizing a two-day workshop on “Freedom of Expression and Council of Europe Mechanisms” on Nov. 12-13, 2024, at Postane in Istanbul's Beyoğlu district. The event aims to offer a comprehensive examination of international and European standards for freedom of expression and provide guidance for those interested in advocacy within the framework of the Council of Europe.
The agenda covers essential topics like hate speech, incitement to violence, discrimination, journalists’ protection, defamation, and misinformation. Participants will engage in interactive sessions featuring practical exercises and case studies to help them apply freedom of expression standards effectively.

Nov. 12, 2024: A Practical Approach to International and European Standards
This session, running from 10 a.m. to 5 p.m., will explore key issues like hate speech, incitement to violence, and journalist protection. Participants will gain hands-on experience through applied exercises and discussions of current case studies.
Nov. 13, 2024: Freedom of Expression and National Security - Access to Council of Europe Mechanisms
- Session 1 (10 a.m. - 11:30 a.m.): This session will examine the delicate balance between freedom of expression and national security, featuring landmark cases and practical exercises.
- Session 2 (12 p.m. - 5 p.m.): Focused on advocacy within the Council of Europe, this segment will delve into accessing Council mechanisms and advocating before the European Court of Human Rights.
The event will be conducted in English with Turkish simultaneous translation available. Lunch will be provided both days. Participants may register for one or multiple sessions.
