On Saturday, Nov. 30, 2024, the Media and Law Studies Association (MLSA), in collaboration with the Van Bar Association, will hold a workshop titled Individual Application Procedures to the European Court of Human Rights (ECHR). The event will take place from 9:30 a.m. to 6:30 p.m. at the Van Bar Association’s Tahir Elçi Conference Hall.
Legal experts from the ECHR and Strasbourg University will lead the workshop, discussing the process for submitting valid applications to the ECHR and addressing issues related to the enforcement of ECHR decisions. Among the distinguished speakers are former ECHR judge Dr. Rıza Türmen, Strasbourg University faculty member Dr. Ümit Kılınç, ECHR Registrar's Office lawyer Dr. Şerif Yılmaz, and former ECHR legal advisor Dr. Vincent Berger.
Open to Van Bar Association lawyers and trainees, the workshop will explore critical aspects of the ECHR application process, including admissibility criteria, the role of lawyers in the European Human Rights system, and challenges in implementing ECHR decisions. Interested participants are requested to complete a registration form.

Dr. Rıza Türmen – A former ECHR judge (1998-2008) known for his extensive work in human rights, democracy, and law, Türmen has been recognized for his contributions to the field and published numerous works on these topics. He has a background in law from Istanbul University and experience in Turkey's Foreign Ministry and various diplomatic posts.

Dr. Şerif Yılmaz – With a background in law from Istanbul University and international law studies at Strasbourg’s Robert Schuman University, Yılmaz has served as a senior lawyer at the ECHR and taught human rights courses for the Paris Bar.

Dr. Ümit Kılınç – An ECHR specialist at Strasbourg University, Kılınç has an academic background in law in Turkey and completed his master’s and doctoral studies in international law in France. He previously worked as an ECHR expert lawyer for five years.

Dr. Vincent Berger – A legal scholar with a doctorate from Paris Panthéon-Assas University, Berger has held various leadership roles at the ECHR, served as a professor at the College of Europe, and is an accomplished author on ECHR case law. He continues to practice law in Paris and provides expertise to the Council of Bars and Law Societies of Europe.
